I... don't know how to express that in simpler terms, i think frilly is about as simple as terminilogy for ruffled fabric gets.

I have done some research and: no, there is a difference. Frills are playful add-ons to the material as in this one [link] - made of lace in that case. KyokoΒ΄s clothing is fittet with an elastic type of material. If you pull at the ruff-edges, the opening becomes bigger and the material springs back afterwards - as in constricting cuffs. There will be rubber-bands inside
