Description
Merlonin New Paper Mario style
He is a wizard who lives in Toad Town and helps Mario on his quest to save the Princess .
He's the father of Merle and the grandfather of Merluvlee, Merlee and Merlow .

I like it, but I think the Merlon in Toad Town and the Merlon in Rogueport are different characters and should have different designs, same way I think Merlon in Flipside is a different character. I could be wrong but I could've sworn they were all different people.

The art and shading looks nice, but I kinda prefer his regular appearance from Paper Mario rather than the revision in TTYD. It's just my personal taste though, don't take my word for it.

He looks more like the TTYD version because I'm basing my new textures on TTYD.
Because of this, the other two things you mentioned don't really apply, since the orb is in that style and he doesn't really have a face anymore that could be seperated from the robe.

I liked the old Merlon to be honest. : P The NPM one would look better if his beard was colored a little more like the old one and if the robe was darker
Oh and the NPM's star neck thingie needs to look more like an orb. You didn't shade it so it looks more flat, like a badge. Also, you need to separate his face and the robe on the inside. :>

(just question, why using Merlon's Paper Mario 2 design? Merlons are supposed to have a different design in each game, no?)

Yes, Merlons have a different design in each game. But many characters have had a design change from PM1 to PM2. And in PM3, his looks have been adjusted to fit in with the rest of the style theme.
Generally, I use the design from PM2 (with a few exceptions) and I also like Merlon best in this style.
