I don't see any issue to sold him to you. I mean by "active stables" at least some horses already registred, some shows participations and training pictures for example ^^.
I don't care about the frequency of the submitting art, once the horse is yours, you made it what you want with, and as a foal, he can be inactive for a long period.
I've precised "active HARPG stables" it because I don't want to sale the foals to people who have 1500 characters but not stable, just a lot of characters, only referenced and not active (as I've seen sometimes). So, that's totally OK for me to sold this boy to you ! I'll be impatient to see your art about him !
