Panel 3 is true and Panel 4 is...kinda true, saying that 2 is the truth, but 2 says 1 and 4 are lies. Nothing is defending Panel 1. So it leaves it with 3, and it's technically right with 4 being the truth, since it basically said that 4 is false, which is correct, but not, but is.
So funny Jo-Jo man is correct.

If you work it out:
Panels #1 and #4 have to have the same truth value, since they say the same thing. As a result, panel #3 has to be false. So either #1 and #4 are both true, or they're both false.
If they're both true, then #2 is true, and they're both false.
If they're both false, then that's either because #3 is true (which we already know is not the case), or because #2 is false. However, if number #2 is false, that means that either #1 or #4 need to be true, which we know is not the case.
End result: There is no truth, there are no lies. Scream, scream to the darken'd skies.
