That actually makes sense. Those pellets kind of look like eggs of whatever species Pac-Man is. He even has a wife (Mrs. Pac-Man). That's a pretty dark idea though. Maybe he's like a seahorse and carries the eggs until they hatch or something, which is why he has to "eat" them all. That or he's saving them from the ghosts.
