I always though Juvia was already s class so this chapter confused me. Wouldn't that be the thing if Juvia were to win but it didn't count because they remembered she was already s class.

Well, you see, Juvia was an S-class mage, but only to a different guild. I guess that when former S-rank members of a different guild apply in a new guild, I guess their rank starts over.
