Well, that is a new Prowl Design. Vehicle Mode seems to take some cues Strongarm or the Combiner Wars mold used for Offroad/Ratchet/Iron Hide etc.

If you ask me, Prowl actually looks a bit like this 'semi' Fall of Cybertron design of himself from the IDW comics.
