this is what the attacks do I guess Attack A: 1,000,000 Needles every single needle are launched off her to become homing missiles that target the foe
Attack B: Flower Power she shoots pollen out of her flowers that works similar to the pop greens from one piece
Attack C: Scythe of the Empress increases the size of her scythe then slashes them rapidly in the shape of the crest of purity

Very nice form. I like all the details from togemon's other Digivolutions, like the ivy vines and flowers from Palmon, the cactus parts and glove idea from Togemon, and the body style and outfit general shape from Lilymon.

BIO: Seeing a large amount of Mephistomon in Tokyo, Japan, Mimi was the only one not to travel abroad, instead choosing to fight the demonic Digimon off alongside Palmon. Word spread about a loud snoring sound underneath the Shibuya district. Mimi and Palmon went to investigate, only to find that the power to all electronic devices and loud machines have been turned off. Groups of Mephistomon tried, and failed, to take down Lilymon, who digivolved from Togemon on the way there, as the Mephistomon protected a very cute looking creature. After the Mephistomon were destroyed, Mimi couldn't help but think the big, cute horned Digimon was, well, adorable. And then it woke up. It was then that she regreted everything she had just said! Mimi and Lilymon ran to street level in a state of panic as the once cute Digimon became the hulking, fearsome menace Belphemon Rage Mode. Belphemon tried to charge at Mimi and the now de-digivolved Palmon, and just when Belphemon's laser knuckles were about to pulzerize the duo, a strange energy caused Palmon and Mimi to Bio-Merge. Thus came the birth of EmpressTogemon, the Absolute Ruler of Sincerity! EmpressTogemon countered Belphemon's attacks, using her Scythe of the Empress attack to slice off his wings. Then, Belphemon and EmpressTogemon tried to push each other back. Both had equal physical strength, but there's one thing EmpressTogemon had that Belphemon didn't: 1,000,000 Needles. The attack left Belphemon blind, opening him up to attack. With one swing, Belphemon lost his head, his head and body deleting as soon as his head touched the ground. ChaosGallantmon, unable to contact his minions in the real world, soon realized there were only Leviamon and Daemon left. ChaosGallantmon thought about this for a moment. He soon got an evil idea...
