That's chromatic aberration - a (real-life) optics effect that you can get by Photoshop. Google it for details (and how to make).
Usually it used for 3D, but 2d art (painting, drawing and even design) sometime involved this popular effect, although in this case it doesn't display any useful 3D infomation at all...

Actually, since the original author didn't reply your question, then I take my chance... I know the feeling that ask someone but nobody reply.

Your questions rarely read by viewers, even read it, not everyone know what u mean ('coz you describe it too general\random not exactly the point ). I was searching about it when I first saw it in some 3D works, I did it sometime in mine
