I Agree, Sally has fur and she's not technically naked. The reason She's not wearing clothes is it's too warm for her body as it would sweat a lot, i think. i heard that sally was going to wear a blue leotard and/or some other clothing according to the concept art, though it was later rejected as they settled with the final unclothed design being her default one instead.
