Lockdown is half flirting, half doing this on purpose to make Prowl jealous. Skippy's in the Death's Head.
I recently bought the first book of Jeffery Brown's Transformers parody, "Incredible Change-Bots" and was greatly amused that Siren - Prowl's counterpart as far as I'm concerned, they're both cop cars - is a fembot. XD

At one point in my future "Crescendolls-become-humans" story, I almost - almost - made Prowl a woman. I had to stop and restrain myself. But damn, Prowl is a pretty, pretty bot. There's a kind of running joke in my head where Wreck-Gar constantly states how "perfectly pretty" Prowl is...except his giant "man hands". Prowl secretly takes offense to this.

If you make Prowl a woman, it won't be too much of a step down from himself at this point. He already has a nagging mother tendency, an intense feeling of care for defenseless things (Skippy/Sir Cadbury/Bigglesworth, plants, etc.). Plus he has that body. And man hands. Really, all he needs is a more feminine voice and face and BOOM. She-Prowl. XD
Come to think of it, a woman!Prowl with man hands would be interesting. Those hands are for smacking Lockdown.

That's actually why I didn't make him a woman. I mean, Prowl already fits the stereotypical "Team Mom" role in Crescendolls, I don't need to ramp it up more then I already have. XD
