Batman was usually part of the Justice League, although he didn't necessarily appear in the stories very often. Of course, this depends highly on which version of the Justice League you're discussing. I tend to think about the one that is now somewhat ancient history (roughly Silver Age), but it's been 'reinvented' several times over the years.
