Cell is probably the only DBZ villain who has a chance of defeating the good guys - thanks to Dr. Gero, he has basically scored a royal flush when it comes to abilities.

And Frieza is smart; he knows that his only chance to get his revenge on Goku is to support Cell.

So, the perfect plan is to train until they are so far beyond Goku in terms of power and cunning that the only possible outcome is victory.

Since he cannot keep up with the rapidly increasing power levels, Frieza is going to have to learn how to fight tactically, with speed and agility, and how and when to use focused techniques efficiently, like the destructo disc and the death beam. Cell just has to have a ton of near death experiences, and his Sayian genes will take care of the rest.
