Mas Y Menos are two little boys (twins, in fact) who only speak in Spanish and generally are very adorable. The Vegimals are a group of critters (half-vegetable, half-fish) who only speak in "Vegimalese" and also are very adorable. See any similarities? I thought as much!
In all honesty, the main reason I did this picture in the first place was because I wanted to draw Mas Y Menos. I saw them in the last season of Teen Titans I watched and thought they were just so cute! I believe they were created especially for the cartoon, mainly because the writers couldn't get the licensing for Kid Flash at first and had to create another character (or rather, characters) with similar powers.
They love Starfire's sweet pet Silkie (as well as Starfire herself - they have a crush on her!) and I reckon they'd quickly befriend the Vegimals if they were to meet. Also for the matter, I bet Starfire would love the Vegimals and their cuteness too, just like she does with Silkie (and Raven, when she was unfortunate enough to be turned into a bunny by Mumbo!)
