It was something I thought about with Star Trek 2: The Wrath of Khan (1982).

Khan had access to the Reliant with Captain Clark Terrell's access codes. So why does Khan need the information from Kirk and the Enterprise?

Answer, the information Khan needed, Captain Terrell didn't have access to the information on Genesis as that information requires an Admiral's authorization.

"Wouldn't they ask as Kirk did with the M5?"

He and Chekov probably would, but didn't see any harm in searching for a completely lifeless planet for the mysterious Project: Genesis.

Besides, it wasn't anything like M5 or the Omega Directive -- which the incident in the Lantaru sector took place on the mid 23rd century, before TWOK.
