The crystal is used by a faction of the Chinese government to de-power metahumans who don't work for them. It also wipes their memories of ever having powers, which is why the faction hasn't been found out.
I think that destroying the crystal would re-empower everyone who's been victim to it and give them their memories back. Which would mean a lot of people with a legitimate grievance against Beijing and the means to take direct action.
