Hmmm Skb or Photohop? For me and my way if working it's SKB - because it's more akin to rel media, and I come from areal media background. Other folk swear by Photoshop and think SKB is too limited. It's all down to how you prefer to work really. Best thing (if you can get hold of them) is to try all the different software you can and decide for yourself what suits you. It also varies from image of image dependent on the demands of the particular composition etc.
I use ArtRage, Sketchbook Pro and Painter according to how I feel, what best copes with the look I'm after (ArtRage for a watercoloury look almost every time for instance)
So big help I am then. Hope it points you towards a way to help answer your question though.
I'm on a 3Gig-pentium4-64 bit processor, running XP Pro, with a 1gig graphics card, 3gig DDR2 RAM and the question you actually asked - an A4 Wacom Intuos3 (bought from Ebay)

im learning photoshop for the moment, but im gonna try painter when i get a hold of that software.
i think im going for the wacom intuos 4 medium since its a little cheaper then Cintiq, only heard a problem with the nibs on intuos 4 so it depends how hard it is to get hold of them since im from norway and they dont sell them here...

Photoshop is a fine software and ubiquitous in the industry. It's everywhere, so a good first choice. Not everyone likes Painter. I do just because it relates more to real media. But now I prefer the cheaper and less cluttered ArtRage and Sketchbook Pro. Personal choice , nothing more.
I've never used a Cintiq and couldn't justify the expense to get one. The Intuos range is brilliant. You should be delighted with it. Hope you enjoy . . .

I must say, I just adore the facial structure you gave the man. And his relaxed pose and clothing - shows so much about the character. The lighting choice and textures are really wonderful as well.
