And so she was. There were plenty of times, though, when she and Rei seemed to be a bit more than "just friends," especially on Rei's end. (Go rewatch the first season, if you can. You'll see it, and depending on the episode you won't even have to read too much between the lines.)
It's probably one of if not the most widely accepted unofficial pairing in all of SM, hence "virtually" canon. Yes, probably more so than Ami/Makoto.

Huh... shame I'm not really that fond of Sailor Moon itself... cool that it has that subtext, although it's a little annoying that the canon lesbian pair has those rumours flying about that one of them is a guy when not transformed, or a futa, or a guy in a previous life... and that some of the dubbed versions tried to edit that relationship out of existance.

Fortunately, all of those rumors about Haruka are just that -- rumors. (Some of them were started years before the season she and Michiru were introduced was even dubbed, and were possible "workarounds" for the dubbers to take if they ever got to that point.)
Other than in her first proper appearance in the anime, when Usagi and Minako mistook her for a guy (which was played entirely for the comedy when they learned that "he" was really a "she") there's never been any question at all about Haruka's true gender.
No matter how she dresses.
