I just used the paint.net glow function.

Ok. (I actually use paint.net as well)But how exactly did you make the glow breach from the black outlines? Did you put a white mask over the outline areas then make it glow? & also, how did you make her body appear transparent with sparkly jelly interior? Did you search for images of glitter and put her over it?

I applied the glow to the layer above the base outline.

 The glowing white stuff is actually on a layer above her body as well.

 I never used layers before in paint.net & I think it's a bit confusing to me. So you make 2 versions of the drawing and add the effects on to the top one? Is that it? ...can you link me a tutorial or something? :3
