Ruvik can never be deposed as the biggest, baddest villain for the Evil Within. This guy doesn't try to be Ruvik, which is part of why I love him more than Father Theodore, or any of the Mobius individuals manipulating stuff in the outside world. There's also the fact that he could be Ghirahim's long-lost twin with his exhibitionism as an artist and a sadist's creativity for instilling fear, rage, and disgust in his victims, in addition to his audiences.

Stefano should have been the main vilain of this game, definetely. The first time I've seen Theodore, I was like ".... Wait... Who are you ?", then I remembered him in the trailer like "Ooooh yes, you !"
Stefano is so charismatic that I feel like the game is less interesting when he [quickly and easily] dies, but I still love it.

Theodore was predictable as we had seen his manipulation and guilt tactics with the Administrator before, not to mention his near mastery of psychic world manipulation was on par with Ruvik's.
Stefano is everything Sebastian isn't, which is to say "interesting, attractive, and someone who thrives in the metaphysical". I honestly found it harder to watch to the end once he was killed off, even if I'm grateful he won't hurt Lily or anyone else ever again.
