I wouldn't recommend Flash cause it's dying (as if 2d animation wasn't already rarifying hahaha...). You can also take a look at Opentoonz, the open source version of Toonboom!

Is that open source version of ToonBoom available on 32bit? If so, can you tell the link where to get it? The current site only offers 64-bit version, and downloading requires registration.
Also, does Opentoonz support .fla or .swf files?
