how do i turn this into a windowblinds file?

Open windowblinds and select Add visual style, find the file you downloaded and click on it and it will auto install.

i downloaded a .RAR or .ZIP (forgot which one) and inside were a bunch of bmp's, png's, UIS's... but no windowblinds files. i did open up windowblinds and hit add visual style, but it couldn't find it

Open windowblinds, look for ADD VISUAL STYLES. Click then then find the download and it should install. Then select the XP version from the skin substyle drop down list.

There is a substyle made for xp so just set WB to load it.
Not sure what to tell you onhow to make skins. Google Skinstudio and you'll get alot of info.
