I grew up listening to Kylie Minogue's music, if you mean that white hooded dress from her "Can't Get You Out Of My Head" video, it was a case of double-sided tape and a few camera tricks! LOL!

Given how daring that dress looks, it actually works really well on Kylie given that she is not very tall. I might be wrong but I think she's 5"3'.
You know, given how Serah is not very tall either, if you put her in that dress and stilettoes, and her archer's bow in her hand, Snow would be drooling, LOL!!!
I think that white, hooded dress for Kylie is about as iconic as the gold hotpants she wore in her "Spinning Around" video.
