I mean, I would have used for black ops, or rangers. And the civilian applications could have been even more.
Just picture: a K-9 unit, except instead of dogs, you have trained raptors.
Heck, you could even make it faster by engineering a more tame, easier to handle variety (I mean, you're messing with their genes already) and use them as police, or rescue. Wouldn't it be awesome to be rescued from a fallen building by a team of velociraptors?
Now, here's the thing: it would take time, and this is where the themes of Jurassic World kick in. Owen knew that it would take discipline and lots of effort to form a bond (not to control, not to command: form a respectful, almost equalitarian bond) with his animals, while Hoskins wanted fast results. Owen knew they were living beings, where Hoskins only saw tools.
It would be interesting see a jerk-free Jurassic World.
