Actually, it is not just one.
Let me explain what you should do.
First try to take photos and not edit them at all. Just try out perspectives, try to play with light and some effects (if your camera has effects.
A good camera-quality is ALWAYS good, so if you can look for a good one, take it, but it is not necessary if you want to start with photography.
After you have some knowledge on what perspectives might look good and what light is good and all that, start with 'Picasa'.
its a totally easy editing program and fun to work with, although the effects are not very professional and quickly can let your image look over-edited.
After you got some knowlegde on Picasa, also download 'Photoscape' and try out EVERYTHING you can try out, it is the best way to learn.
Last, download 'GIMP' and try out everything you can try out there.
Also look at some Editingtutorials or download some curves, I can give you links to some REALLLY good curves & tutorials.
And then, when you have those three editing programs, just keep trying things out. (:
When I edit my images, I do it that way:
First, I go to Picasa, import my images and look at them.
I pick my faves and sharpen those a little, give them a B/W effect if it is good and add some light, just slightly. if there is something to retouch, I use the retouch-function
Second, I go to Photoscape and work on the Light & some filters, they are really useful and look great.
I sharpen the image some more and retouch a little more, although the retouch effect on this one is different than on Picasa. (more difficult.)
When I am done, i go to GIMP & use textures, edit curves & colors, use layers, work on the light and just put the finishing touches.

noch komplizierter gehts auch net oder? XD bis auf textures und layers geht das alles mit lightroom (und nein, ich hab nicht dafür gezahlt, wofür gibts hacks ;D), wobei ich sowas eig nie benutze. mit lightroom kann man sich so spielen, das brauchts gar nicht XD
(nicht bös gemeint gell? 
aber wenns für dich so gut ist, mach weiter so. ist echt toll geworden!
der bokeh-effekt im hintergrund ist klasse.

Das klingt ja auch nach viel Arbeit, aber pro Bild brauch ich vllt. 10-40 Minuten! (wobei, das ist lange.:'D)

Just a little advice, taking images by day is WAAY easier than by night.
The shutter speed & exposure make the image blurry if you move just slightly, thats why you should do it by the day.
if you have a tripod, you can take images by night and they wont get blurry.
Just try it out and you will see some results. (:
