I had spent many hours when I was drawing this one , and please don't look at the lineart. They are so messy -3-Anyway, the water reflection is about Chara's memory with Asriel.

I always thought this would happen. *drowns in feels too many feels* Yeah because Chara and Asriel, though they were opposites as human and monster, they both were friends and filled the underground with hope. Then Frisk thought they could be friends with Monster Kid, being human or monster, they would always be friends, just like Chara and Asriel. "I don't care if you are human or monster we are under the same umbrella and we will always be friends

My guess is that in life, Chara went underground because she hated humanity, and considering the fact that they trapped MILLIONS of monsters underground, I can't say I blame her. Heck, if I played Undertale, I'd probably let myself die so they can break the barrier and give the humans whatfor!
