I think it means that He is the one and only God. When I hear God saying that (I’AM) I always think of Revelation 1:8:
“I am Alpha and Omega, the beginning and the ending, saith the Lord, which is, and which was, and which is to come, the Almighty.”
To me ‘I AM THAT I AM’ is like an expression of His power, He wasn’t created, He’s the one and only God.

There are different theories about that, language stuff, various things, but to me it simply seems like this:
"Who are you?"
"I am Me. There is no other explanation then to say I am Me. I am your God."
