Tragic backstory? Unique powers? MARY SUE!!!!It's something I thought about, but I think Shiori is believable. Every Devi's Fruit power is unique and each user can do things no one else can do. Shiori is the same.
She's suffered greatly, but who hasn't in the One Piece world? Each of them has a hard past and Shiori is no different. The world government leads everyone to misery which is why Shiori is dedicated to Luffy and his crew and wants to help them change the world. Speaking of, Shiori grew out of a question I asked years ago when I started watching One Piece, "what is the most dangerous power in the world"? The answer I came up with was "truth". She won't win most battles, but battle power won't take down the establishment more than pure truth.

Eventually? Lovers. I'm working on their story now in the comic I posted a few days ago. Working on next one right now.
Granted, shipping an OC with a canon character is a bit... but then again, shipping two OC characters is in many ways less realistic. Bottom line, my OC would fall desperately in love with Carrot and I can see Carrot doing likewise given her personality. If I have to make another excuse, I'll just say that I think it makes a cute love story and you can't stop me BWAHAHAHA!

It's not about power it's about the character exempt from the rules or style of the world.Β
I also dislike characters who have interaction withΒ established charactersΒ but that's preferenceΒ

Everything looks good, though her escape should have a bit more detail I feel. Like who set her free and when. That could play a key in why she would join the Straw Hats instead of just running into them by coincidence.
Her Devil Fruit though is especially interesting. Along with you're the idea of the "most dangerous power in the world".
