I like your coloring and style very much, but the smaller wing does look like it's... uh, smaller. I'm not sure why, though. Perhaps the perspective. Or perhaps it's not wide enough. And it looks like it's at a different angle respective to the body than the other wing. If it's supposed to be at the same angle, the rest of the bird should be tilted, I believe.

The wings look good to me! I've done that many times - used a reference for the wings and then wondered why they look so weird. It's because we have preconceived notions of what wings look like, and these notions are usually wrong, especially when it comes to wings in motion!

I really like your colouring, a few notes however:

-Articuno has a bushy fluff right at its chest; I'm not quite sure if you forgot to implement it or if you implemented it too small, but it made identifying it difficult.
-Watch out for those feet. Birds usually have thin feet. It also appears that articuno only has one really long foot. Also, not quite sure 100% but I believe articuno actually carries its feet behind its body, like a crane, instead of tucked to its body like a crow.
-The left wing is much shorter than the right; I know you were trying to get the perspective in but since the picture is quite flat in general (don't worry, it looks quite nice like this), it makes the wing look very disproportionate. It also looks very rushed; you drew contour feathers on the right wing but not the left, making the left look flat. As a note, it seems like you have the basics of wing anatomy down, but keep using references to make sure they look even better.

Other than that its pretty cool and I like your style. Keep an eye out for those oddball parts and you'll surely be great. :>
