Majin 21 is not interesting, boring, bland and annoying, she is just a rip off of cell and majin buu, on top of that she is completely insufferable when she keeps going on and on about sweets and it gets frustrated quickly, her urges makes her stupid due to it preventing her from thinking of a smart idea and for allowing Goku, Frieza and her good half and the others to live, all because she wanted to eat them, so that they'll get stronger, that stupid mustake got her killed three times even to her good half and she is pretty much of a lame villain with stupid motivations that are just weak, which is why i have a huge dislike for majin 21 and for being such a bad idea because of her being poorly written by the writers, it's why i like scientist 21 much better then her majin form, it's just my opinion about it

There is also another problem with Android 21, Dragonball is known for its simplicity: 21 at this point should be considered a "complex character" by DB standards.
I mean, a multi-faceted being that revolves around the concepts of inner conflict, existential crysis, internal corruption and split-personality.
If that is not complex, I don't know what it is... in my opinion about her

By creating someone like her, they simply attempted to bite off more than they could chew.
And they failed miserably: 21 being well-developed a was a task way above their own competencies.

It's the reason why she should never exist in the dragon ball canon, because of her being a complex character
