This is really dumb, and I apologize in advance for how dumb this will sound, but that anchor is drawn like a stylized anchor and not a real anchor. Real anchors have the arms(what his feet are tied to) turned 90 degrees so that when the arms are laying against the ground, the pointed ends dig into the ground. Again, sorry, but you rarely get a chance to talk about the shape of anchors.
