I took a shot at redrawing concept art from BLiNX 2 and it's finally done!
It appears that the initial direction for BLiNX 2 was military themed and the war between the Time Sweepers and the Tom Tom Gang but that was quickly ditched. We do get these cool character designs though.Concept art
Major - NecoJi's design likely originated from the Major with the many similarities they share. Would probably be top dog of the Time Sweepers. The only other female cat besides Catherine. Assault soldier (basic type) - The regular time sweeper, featuring Blinx. Implies there are other types of time sweepers with stronger/different equipment (not thinking of guard sweepers), Tank soldier - In the concept art the Time Sweepers are either using tanks or swarming Tom Tom tanks and kicking the poor pig out. Looks like the time sweepers would have built their own tanks as well. Boss (CEO) - This and the Tom Tom version of the 6 characters show a communnication device/panel rather than CEO/Benito themselves. Military medic - Catherine is wearing an alternate version to her pink uniform, which is more typical of a nurse. Her belly is showing in the concept art but nurse uniforms are usually one piece so I changed it. Mechanic - Featured in a lot of concept art, but this one has a goatee I believe if I seeing correctly.I used bananapanik's textured marker brush . Made it difficult to achieve the bright colours but I'm pleased with the final result.

Not too sure where the major being female is coming from (but you could certainly make a case for them being ambiguous).
Have we actually fanon'd that Catherine is partly a nurse or something? I know we've always been cognizant of her outfit's similarity to that of a nurse, but I can't quite recall. In any case, it looks like the devs were aware of that. In any case, interesting that she doesn't have sclera in this like she usually does.
I never mentioned it, but I also caught onto what les pointed out. Benito saying "not when there's a war to fight" seems oddly reminiscent of the older concepts for the game.
The marker brush worked out wonderfully, I think. Simultaneously looks super clean as a digital piece and kind of real as a more traditional one.

I'm pretty confident the Major is female. Their shading indicates the jacket is shaped around their chest and their belly is showing, which is similar to what Catherine wears.
Catherine's uniform and colour scheme and design is a popular design for a nurse. (Search 'pink white nurse'. A lot of the images feature asian woman.) There's one prize art of her standing in front of shelves of medicine bottles. blinxthetimesweeper.weebly.com…
Those who haven't seen the concept art may just think of her as a shopkeeper though.
The artist probably didn't draw the sclera to reduce the detail in her eyes and make them simplier.

I always thought of that as a belt (though yes, particularly thin waist, likely due to said belt if it was one). Maybe it just doesn't look to me like it matches their fur because it's between two blue pieces of clothing. Would be a very odd outfit amidst the other more realistic uniforms if it wasn't a belt, though.
Never thought of that background as being medicine (I actually just thought of it as some kind of little shop like a gas station), though. Had kind of assumed that the one you gave was the reason for her eyes being drawn differently, too.

That's probably what Benito references in the ending of the second game and why there is a much heavier focus on firearms, baseball bats, time grenades, tanks, etc. with the Tom-Tom Gang.
