Y los datos técnicos: coloreado con Illustrator mas algunos efectos agregados con PS (ambos CS3). Esta imagen corresponde al capitulo 200 de D.Gray-Man y fue la que más me gustó y la que hizo que rompiera en llanto
jamás imaginé que le llegaría a ver una expresion así a mi amado Kanda Espero que les guste T____T.

It looks so sad, but it's done well. I have no idea how to work in Illustrator but are there any tips or tutorials you can point me to? I primarily work in Photoshop and would like to know how to transfer documents without losing quality...

You can go here too: [link] there's an extra window in the left side, make sure that it be in "contents", and there you'll find a lots of tutorials dividing in diferent subjects 
And a tip that I give you is not be afraid of the program, is very similar to photoshop. So, just use every tool to see how works and learn on that way, if you messed up, you always can re-start over and over again xP.

I'm trying to figure out how to raster it to that same quality so I need to figure out how to get it to 300 instead of the 72 ppi it says now. I'm leaving it vectorized right now. It seems to be a long process unless there's something I'm missing.

I'm pretty convinced that Kanda is not dead and that he will eventually join Allen's (and Neah's) side of the war once he got himself together again.
I think that it's Lavi's time to shine now... Him disappearing right as the 14th wakes up means something. Maybe, and that's just me guessing is that Lavi and Bookman will end up rescuing Allen and Tim from the Order... And if possible take Mugen with them. But that's just speculation.

I think that too, the next arc would be Lavi's. I'm agree with you except in the part where they take Mugen, at least Kanda be with them because Mugen could be in the scientist department or with Hevlaska (or even with the old Zhu), they can't take the risk of being discover taken the sword before Allen or searching it with Allen. I don't know, I just hope see Kanda again in action T^T.
