Yep I draw my lips in 4 steps pretty much. There's a bit of fine tuning in between steps, but these are the main ones.
To see which brushes I used ---> Brush settings <----

1. Base colour and shadows around the lips. The places marked are where I place shadows when the light source is frontal/above
2. Colour of the lips is filled in. I used sketch tool for the top lip and brush tool for the bottom lip.
3. Using the brush tool, add shading to the middle and bottom edge of the top lip, and top edge of the bottom lip. Where you add shading will of course depend on the shape of the lips you're drawing. This just shows a generic round/pouty lip.
4. Add highlights using 2 brighter colours. One colour is a very light coral, while the other is a pale pink, almost white.
