i liked the kefka picture by ~kanal, so i decided to draw my own.his is charcoal on paper i believe, and i put mine through a brush filter so looks kinda like that.
used the actual game fmvs for face reference.

he's the main bad guy of ff6 and one of the best villains of all time. he makes sephiroth look like a saint.
