The background was the result of trying something new (from my usual no-background art) and I think it turned out pretty well.

I use Photoshop CS3 and it comes with a bunch of default brushes. I'm, hah, not that skilled of a Photoshop user, so I just make a layer (under all the Good Cop layers), pick a brush (I think I used "Soft Oil Pastel" under Dry Media Brushes), then slathered on a nice round shape behind him. I'm not sure which brush I used for the flowers, but I just made a new layer (between the blue and the cop) and drew little flower shapes. I used an eraser for the middle parts lol.

I use Photoshop too and I thought I recognized the brush, but I just couldn't remember where it was.

I'm pretty sure the only brush I remember the name of is "hard round". I don't play with the brushes very often but one time I did and I found a ducky brush and needless to say, I was thoroughly entertained for half an hour.

Come on, it was a duck brush. It's just like GIMP's pepper brush.

I'm the same, my brother often tells me how easily amused I am. I knew about the duck brush, but the pepper brush is new to me. I really should explore what other brushes are available on Photoshop and GIMP...

Oh man I've stopped using GIMP completely. There were probably more fun brushes to try. Photoshop's got nice brushes, but sometimes there just isn't the right brush so you need to download one. :/
