I really like the meaning of that expression and its applicability to Will’s current situation with Hannibal. I mean… A lure so great that it would make a fish act on primal instincts and go for it, and believe in it 100%, believe it to be that living breathing thing it wants and needs… instead of seeing the bait on a hook that it is. And that lure would make it dive in and grab a mouthful of hook, line and sinker, everything. That’s the perfect lure. And Will Graham is a good fisherman.
The question is just what Hannibal really wants and needs from Will, because that's what Will is gonna offer him.
