Seems likely to me, they have the means and the Eye of Magnus could be a motive. I wouldn't be surprised if there were quite some political shenanigans internal to the order. It's known that at the end of the Third Era the order has been accepting more recuits than ever before. A coincidence? I don't believe in such things with such mystics.
