This world was civilized dystopic, it's "not so far future" world with better technologies and architecture. What really goes wrong at that place - the laws and social foundations.
Bit you are right - this pic is a little "OOC" for this universe. I meant, this is happy end after the revolution. The colors are bright, not only yellow and black; people don't have to wear work uniform - that's why Night is in the dress. And, btw, she feels a little weird and embarrassed becaude she didn't wear a dress never before.
