Well, I got a picture of a screen tone from the net... pasted it a couple of times to cover the canvas (just enlarging it would distort the dots 
Then I used the polygonal lasso tool to make the shapes I wanted and then i copy and pasted the tone into a new layer. Finally I used the "multiply" blend mode, and voila - manga tones
