Dylan was born with the DNA of the world's greatest hero, Superman, and the powers of a Powerpuff Girl after using Liquid Kryptonite to stabilized Chemical-X to it's fullest potential.
This allows Dylan to have both the powers of a kryptonian and a power puff without any weakness due to the cloning process.
The only drawback was he was just an eight-year-old boy, that needed guidance to teach him how to properly use his powers, so Lex Luthor decided to adopt the boy as his own son.
Did I mention that he can also channel ultraviolet energy to manipulate??
