BLARG!
Interestingly, the idea of a part-snake, part-human creature originates in Indian legend -- the nagas (feminine nagi/nagini/nagani according to dialect) are a benevolent race of demi-deities that have been known to aid the Hindu gods. Generally they are depicted as shape-shifters, changing between human, half-snake/half-human and full snake or dragon form. They were also long at war with a race of bird-people called garudas, although garudas are also seen as benevolent and have aided the gods, especially Shiva... so presumably there's been a treaty at some point.
The western idea of snakes as being evil, mainly originating from the story of Adam and Eve, has lead to a tendency to depict snake-people as evil in the western world, but these creatures have also become referred to as "nagas" by many.
