I wanted to do something a little different here, does it actually look like she's underwater?

I must stop drawing Hydra, she's a minor character >>

Yup, she really does like like she's underwater. : D
I think the movement of her hair and clothes really helped. XD

The arms and fingers seem a tad out of proportion. Also I think her right eye poking through her hair is a tad strange. Aside from that, it's very nice. ^^ Keep practicing on your proportions.
