not always. Actually, some of the cows have bigger horns than the bulls.

If the cow has horns, dosen't it mean it's male? I dunno, I was just wondering.

Nope - either sex of bovine can have horns. It's mostly for deer that that holds true - but not for all deer, like Reindeer and Caribou.
