I based it on issue 123 of Archie Sonic, where Sally stole a gun from Nack. To be honest I'm not 100% fluent in Sonic lore, but I am somewhat a fan of the comics. My apologies if this drawing is inaccurate, but this is just a piece of fanart. Again, this was inspired by a real issue of the comic, so the policy might have been created at a different time, or it was ignored/removed. I have no clue.
