Well, I'm not 100% on what could be the best pen to use on polymer clay. I've only bought one for my sketch book and I also tried it on my charms and it worked out well. ^ ^

The pen I use is a Faber Castell Pitt Artist Pen black XS. Since its extra small, it comes in handle when I have tiny details. ^ ^d
