Im pretty sure thats what they were used for. You can look them up anywhere. The one with the wide-brimmed hat would be the best interpretation, the other two are my own designs.

They were used for protection against the black plague. They would fill the beaks with herbs and perfumes in order to eliminate the "bad air". It's like the first ever hazmat suit. But it was also used to warn and frighten people. It's really quite facinating.
