dodge and burn are my friends! Though, everything is also layered- the hair is a layer, the skin, the boots, the socks the armsocks- all on their own layers. =B

Not usually. I don't adjust the opacity often unless it's something suppose to be shear. I use different shaped brushes and blends- that's about it... sometimes filters with blurring things- if needs be, but otherwise, just the paintbrush, dodge and burn and smudge tool.

I envy your anime-style. It looks so easy to do yet I find it soooo difficult. But meh, great picture! I can't say I favour the colour pink, but this is too great not to like.
