Yes, you're right
To open the animation files, you must use a "DRS viewer" (you can find and download this freeware on the net). It's necessary to have the file "comdlg32.ocx" in the folder \Windows\Sytem32"), and maybe the file "richtx32.ocx", too... I'm not sure.
So, you can use the freeware "DRS viewer" and open the file "graphics.drs" (for example) among the files of the game Galactics Battleground.
In the menu "Image", the option "Save as image sequence" allows to save all the images of the animation in format BMP
