Well, there's nothing in the literature that says he can't be, as far as i know.
Nor are the two possibilities mutually exclusive as far as I know, either.

Actually, there *is* one bit of evidence that he was bi-polar. He left the one place where the one ring could be destroyed completely unguarded. True, he thought no one who found the ring would be able to bear to destroy it... or at least that's what Gandalf thought. But maybe Sauron had a death wish even he didn't know about and thus made his defeat possible.
